The changes will not impact the majority of students but if you are planning to commence a new undergraduate degree or one of a small number of postgraduate degrees from January 2027, you will need to be aware of the incoming Lifelong Learning Entitlement (LLE).
The system of funding for home students. Under the LLE, eligible new learners will have access to a full entitlement of £39,160 in tuition fees (equal to four years of study on the maximum tuition fee for 2026/27) as well as a maintenance loan.
Students who have already completed a degree with funding from Student Finance England will have their LLE entitlement adjusted to reflect this – known as a residual entitlement calculation. The residual entitlement calculation will take into account changes in tuition fees since the time of study, so it may not be as simple as subtracting the total amount of tuition fees previously borrowed from the full entitlement of £39,160.
Who is eligible for the LLE?
The LLE will be available for new learners and learners who have previously studied a course or module in higher education. Anyone who is up to the age of 60 at the time their course is due to start will be eligible, provided they meet nationality and residency rules – namely anyone who:
- Has lived in the UK, Channel Islands or the Isle of Man for three years before starting their course
- Is resident in England and has not moved here solely for the purposes of study
As well as being one of the following:
- A UK national or Irish citizen
- Settled under the EU Settlement Scheme
- Granted settled status for other reasons
Which courses does the LLE cover?
LLE funding will be available for the following courses:
- Traditional bachelor’s degrees
- Postgraduate certificates in education (PGCE)
- Integrated master’s degrees
- Foundation years that form part of an overall bachelor’s degree
- Foundation degrees
